Should marijuana be regulated like wine?

Civil asset forfeiture

Now, the government takes land and other property, used by someone to cultivate, transport, or sell marijuana, away from the property owner.  One of the consequences has been the move to grow marijuana in our public parks & forests, instead of on private farmland or in gardens.  Was this the intent?
